Katy Sill
Chief of Party – USAID WSSH D&A

Dr. Katherine (Katy) Sill is SEGURA’s Chief of Party for the USAID Water Security Sanitation Hygiene Data & Analytics project (WSSH D&A). Katy is a thoughtful and highly visible leader in the WSSH data and research space. Trained as an environmental engineer, Dr. Sill is equally comfortable navigating the complexities of WSSH data as she is communicating with others to encourage more widespread data use.

As Program Director for the WASH Data Exchange, she collaborated effectively with software developers and forged lasting partnerships with key global WSSH stakeholders to build and promote the uptake of innovative WSSH decision support tools. Previously, as Deputy Director for the USAID Governance Research on Rural Water Systems (GROWS) Activity, and as a full-time advisor at USAID’s Water Office, Dr. Sill managed key USAID WSSH initiatives, and contributed to Agency policies, research and analysis, and training in water security, gender in WSSH, climate change integration, remote surveying, and other relevant areas. Dr. Sill has more than 12 years of relevant experience leading and contributing to WSSH data and analysis projects and more than 5 years of high-level program management experience.

Katy obtained her Ph.D. and M.S. degrres in Civil and Environmental Engineering at Univerisity of Colorado at Boulder. She also holds a B.S. in Biological Systems Engineering from the University of California at Davis.
